With the rate that power levels are rising in CPUs, I'd say there is about a 100% chance that future microprocessors will use increasingly complex levels of power management.

I think you're also going to see manufacturing processes tuned for power reductions as well.

I believe the new Banias microarchitecture will make extensive use of power management. However, Banias has only been mentioned as a mobile processor - don't know if it will replace the Pentium 4 line in desktops.
