I was ready to enter a trade on JNPR @ $12 last week but held off due to overall market. In my JNPR research (limited) they may have a push out with one of the China telcoms which makes them miss. So now I'm waiting to see if they put in a triple bottom @ 8.5 to 9 area. Not sure of the company's pattern of warning.

On telcos in general things have not changed. Capex still being cut as companies like Q continue to have debt / cash flow problems and some still have accounting issues.

The million $$ question will be when is the time to invest in CSCO and JNPR (the cream of the crop in the space). I think next Q is typically a week qtr for the networkers (something the CSCO CFO said) and then of course the summer is always slow for tech.
