At Sam's Club you can get an AT&T card that is good anywhere in the US for about 4 cents a minute.

They do take of 25 cents worth if you use a pay phone, but they have to do that.

So far the only place AT&T has stuck me was a daytime phone call to Sweden made unbeknownst to me by my daughter calling a friend. 52 minutes: $125. Ouch! But I hadn't signed up for an international special rate.

I use one of those dial arounds, too, and I also buy 3.5 cent per minute cards from Costco (MCI). I've found the cards work quite well and have no hidden costs. My dial around is 7.9 per minute, but they keep adding 3.9 a minute access numbers (none for Seattle yet). People buying the cheap cards such as the Costco card keep the dial arounds from raising rates.
