Call me a cynic, but so-called "foreign policy" consists primarily of channeling maximum billions from duped American taxpayers into pockets of bureaucrats, foreign
and extranational corp players.

Havoc and death that results is not a consideration.

It can be restated:

"Screw the powerless"

Change foreign policy?

Yes, that could happen in either of two ways:

(a)disclosure of secret papers held by Bush, Clinton, Bush, and Reagan to allow researchers to follow names, money and intent of players

(b)a single petroleum CEO making non-Middle-East gasoline available to American consumers. That apparently innocuous move would change policies in the US and worldwide.
