Despite the fact that Japan had an Emperor, they also had the Diet (Parliament) established 1890. First national legislature established in Asia. I think that says a lot about the people - certainly there were enough who wanted democracy that they established a legislature. My knowledge of Asian history is woefully inadequate, so I'll stop there. I don't think Afghanistan has ever had a legislature. If I am wrong, maybe someone will correct me. I think they have tribal councils.
