Well sure. Plan for the worst.

But thing about dictatorial governments is that folk often just don't believe the boss. Folk in North and South of the country probably don't believe him. The ordinary soldiers in the army there probably aren't well treated. Can they sustain enthusiasm when they'd like to shoot their officers? Unless Iraq has done a better job of it's NCOs than most Arab armies and opened it's miltary culture, which given the nature of the country's government seems unlikely, it won't be as effective as it's adversary if it's a western army it's facing. But that shouldn't be an unknown. Western miltary intelligence must have picked up that much.

I'm doing a lot of hand waving here. It's stuff to investigate. Similarly with your other points. I'll get to it more thoroughly in a couple of weeks after I've moved.
