Here's another possible reason for the negative for INTC today from Dow Jones Newswires:

"U.S. chip giant Intel Corp. (INTC) fell $1.17, or 3.6%, to $30.55 on news that Japan's top five chip makers are considering teaming up in a governmentbacked project to develop nextgeneration semiconductors in a move to be more competitive with European and American rivals."

As a cynic I think this all comes down to how the firms are spinning it to their customers and perhaps some judicious trading to take advantage of the situation.
