That is a problem. I can definitely see people taking advantage of that. Maybe they need to modify the admissions policy to apply only to your 'home' school. That is, you only qualify based on the school you are closest to.

I like the top 5% program as an interim solution, but we've got to find a way to close the gap. In our area, we have a huge gap: the Palo Alto schools are amongst the best in the state/nation (90+ percentile average) whereas the lowest schools are below 10 percentile.
