I do agree that 10 years is too much, and that all reasonable appeals should normally be able to be processed in less time than that.

One thing however that does concern me is the attempt to shut off new evidence (DNA or other) that shows up years later. Its understandable because there is a desire to forestall delays based on unsubstantiated claims of new evidence, but "understandable" is not the same as "good".
