To me, it looks like he is doing the right thing all the way around, which is to protect America IN EVERY WAY POSSIBLE. I would be surprised if he is not making our intelligence capabilities more robust as he has stated needs to be done. I would rather not leave up to you whether our satellites are necesary or not. My bet is that the technological edge they give us is significant. You make different convoluted assertions about Bush with every post, but none of them are backed up with examples. Your post here is using the "fact" that he doesn't want to hire agents as a support for your point, and I'm pretty sure that we indeed are undoing the damage done over the last few years to this much needed resource to PROTECT America.
