Look to the feared imports, not Chinese Exports. I'm confident, having gleaned it before in my readings, that for instance: J.J. Hill of Minnesotta(and friends) ran a private fleet of trade ships to Asia in an attempt to provide a market for Canadian and American railroaded goods, and it worked well(if briefly), until the Chinese saw such goods as threatening domestic jobs, and outlawed these imports, strangling trade, and ultimately leaving China unnecessarily in the dust.
