Ideally, yes, but in the real world, doctors have too many patients and if you're not pushy with them and ask lots of questions, you might not get the help you really need. At least, that's my experience. However, I don't think that should be turned into a racial discrimination accusation, just because people from one culture are more likely than those from another to ask those questions.
