I would guess independants and non-voters pay most taxes because there are more of them.

Which political group do you think pays more Federal taxes?

Let's see if we can figure this mystery out. The top 10% pay about 60% of the taxes. Since Bush favored giving back taxes in relation to how they were paid in it's only natural this coincided with party affiliation. It couldn't have anything to do with fairness or equity. Nope, he was giving back to the big taxpayers, Republicans. This fits nicely with the Dems blah blah balh claims of greed and their further claims of blah blah blah meanness, divisiveness, hate. If you get a rebate from a car company, you aren't a bystander or looky lou, you've paid for it.
