Yes. More specifically, it is a measure of implied volatility, so there is a measure of expectation in it. The VIX here is saying that volatility is not expected. This is when option *buyers* who expect an increase in volatility swoop in and get bargains.

Just amazing... The NDX set a high on Dec 6 and the VXN was around 37. We've done nothing since then but drift down, but the VXN just keeps making new lows. Down from 47 to 37 down 21%. UFB.
