It seems you are being a bit insistent on labeling my argument derogatorily as textbook idealistic theory. IMO, that a tariff causes some harm always, is not theory, it is tried and demonstrably true fact- and open minds will see this. Again, may the harm be small as you'd have it, too(I'm sure). Let's win this war.

A tariff could be considered a reverse subsidy. In other words, if the steel (or other product) being brought into the country is subsided by the producers government, as it is in many socialist countries, then a tariff on that steel levels the playing field to some degree. But I agree, tariffs should only be used in extreme circumstances such as, in the case of steel, the destruction of a vital nation industry.
