Protection of the orange juice producers of Florida, raising barriers against IT workers, because of "security" concerns, protection for steel industry, is a way of handing over pseudo-jobs. But you are right, if the governments would provide money straight to the persons, whose only goal, is a pseudo-job, they would get out of the way and the economy would go on. It was done with blue collars in many Euro countries.
