I mentioned legal requirements because you said, "by what authority, does the world community have the right to respond to these terrorist attacks with force and/or sanctions?" By what authority is not an important question. The authority that the US has to get involved is the authority of the president as the commander in chief and the authority of the congress to declare war. Now if you want to ask if it would be wise to get involved, I'd probably agree with you that it isn't wise at this time. Tim
