You are confused. Everyone - including Microsoft - absolutely *must* reach a certain level of performance in their applications. The concept of "program optimizations" has become a nasty catch phrase among the AMDroids, since they think it means that Intel gets some kind of advantage, while AMD does not. However, when I mean "optimizations", and actually have the nerve to put it in the same sentence as "Microsoft", I am talking about the minimal level of code performance that is required to have an application run correctly. Remember that as an OS, Windows has many timing critical routines that need to be serviced in a given amount of time. These are of course given the most attention, but I think that other simple "optimizations" that take into account architectural level details are not completely forgotten. While there may be a lot of bureaucracy at Microsoft, remember that the actual people that write the code are still hard working engineers, and they would care what kind of a job they can do.
