To start the rain, you need a "catalyst" like a lightening strike. Water can be supercooled to -40 degree before it is forced to nucleate ice homogeneously, the catalyst for rain is a nucleation mechanism, once in place, it pours...
(from my work on artificial rain inducement <VBG>).
