Thanks Shack, the 30% rule is one of John Bollinger's favorites and one I believe he uncovered many, many years ago. Going back to 1992, I have found the one rule that hasn't failed in calling some type of top is when bears get below 26%. However, in the 80s when the market was really running, like in late 86 and early 87 this indicator wasn't effective. Not sure though how relevant going back that far is though.
