The confusing thing about this whole episode is that high level public contacts typically aren't supposed to happen until there's some basic understanding reached beforehand. This time around there seem to be so many cross purposes at work, it's hard to see what the Bush administration thought was going to happen. If it were Clinton, or if there were less seasoned people than Cheney and Powell involved here, the current devolution might be more understandable.

agreed. the thing is, you've got some seriously ideological folks in this camp, and their perceptions may be so skewed that it counterbalances the supposed expertise. Also, the problem is a legitimately tough nut to crack.

I would say that's very true...in peacetime. This isn't peacetime, we are at the edge of a major war.
