These are diplomatically termed "half truths", when many would be better termed "lies".

The Office of Domestic Disinformation made the public statement: "We don't exist!".
It exists and is going strong, as befits a secretive $340 billion organization with a department that specializes in Psychological Operations.

Defense expenditures are determined by Beltway politicans and bandits with the logic of "Exactly how much can we loot from the Treasury this year?". Instead of "what will provide the most security for the US?".
We will never get that answer from the military or self-interested administration.
Only citizens WITHOUT PERSONAL PROFIT ON THE OUTCOME can be trusted to provide honest answers. The rest can be disregarded.
Would we had General Butler around today.

I agree with the author's conclusions:

"The majority of the problems faced by the Pentagon are self-inflicted. ... Not only do we spend more than is necessary on defense, we get far less than we should from what we spend."
