You don't understand. What you are talking about is what you do after you win the war. During the war, if you don't destroy your enemy entirely, then what's the point of fighting it at all? You want to just kill some people, make some noise, and go home? How does that change anything? Germany would have probably been open to a cease fire had they killed Hitler in their assassination attempt, but that would have been a mistake. That would have left the nazi infrastructure intact. The same with Iraq..The guy is still there, and now we are probably going to have to do it all over again.
