IIRC, Intel is trying to fight the battle of the no cost chip over in South East Asia.

"Intel was particularly aggressive at the low-end in the developing markets with some giveaway deals on Celerons. And so we did not ship as many Durons as we normally would have expected to.." to quote Jerry.

It sounds like they'll get paid if somebody buys the finished product.(If there is a finished product.)
