IMHO, The story that he was going to get out of Vietnam was just that, a story. About a month before he died, President Kennedy was interviewed (separately) by both NBC and CBS news, where he defended U.S. activity in Vietnam. In fact, I think that he affirmed that he believed in the "domino theory" in one of those interviews. In roughly the same period (Sept 1963?), there are published reports, that J. E. Hoover, bailed out the Administration over a possible Congressional (Hearing) investigation regarding a possible East German spy (a young woman) and her access to the White House.

Most likely Oswald did it. On his own.
