Arafat always finds convenient fools in the West to explain how he can't really control anything and is therefore never responsible for carrying out anything he has committed himself to.

If he really can't control anything, there's very little reason to talk to him.

The rub, of course, is that he does control most things, but he doesn't want to adimit it. Arafat keeps tight control over three things: the symbolism (he's made himself into a walking Palestinian flag), the message, and the money.

The Al Aqsa Brigades are not "taking things into their own hands". Their own leader just gave an interview in USA Today where he indignantly denied it. "What, do you think we are, just a bunch of gangs?", he said. "We answer to Yasser Arafat". Remember, if Arafat didn't like what they were doing, he could stop paying their salaries.
