That's true, responsible citizens are necessary as well. Parents who take responsiblity for their children's behavior, business owners who take responsiblity for treating their employees with fairness; teachers who take responsibility for producing literate students; laborers who take responsibility for giving an honest day's work for a day's pay; and government bureaucrats who take responsibility for providing the service their job requires to their fellow country men & women.
