I remain completely befuddled by that refusal and will believe, until better evidence appears, that he (and the admins) are hiding something.

Is the refusal legit? Yes. Are they hiding something? Of course! They have the right, and the duty, IMO, to keep confidential advice confidential.

But they are off base, IMO, in not having the new "Homeland Czar" testify.

PS: Now I see that they "Caved" on this: New York Post Headline

Under bipartisan fire from Congress, Homeland Security Director Tom Ridge offered Monday to compromise in his refusal to testify to lawmakers about the White House's counter-terrorism budget.

Cheney is not impressive, imho, when he tries to hide things as in his refusal to disclose all his buddy-buddy gatherings
