"Remember to contribute $3000 for ROTH" except in the following States: Arizona, Arkansas, California, Hawaii, Idaho, Indiana, Iowa, Kentucky, Maine, Massachusetts, Minnesota, North Carolina, South Carolina, Wisconsin.

My understanding is you will have to pay a 6% penalty on the "excess" $1,000 contribution plus 6% of any gains each year on State returns in these States that have not conformed their laws with Federal law.
