Right, the DNC guy bought it @ $0.50 a week before it went public @ $16. Bush got his at the market price and actually discounted his speaking fee by 20%.

I believe they both got pre-IPO stock. According to its thread on SI, the IPO was in mid August 1998. President Bush (41) gave his speech to Global Crossing 6 mo before the IPO.
