It's the energy policy that's under discussion...

If you equate that to a war for power and influence, perhaps that's how the Republican right sees it.

But I doubt it.

I think Bush Inc. sees it as a payback issue, and the critics see it as a purposely flawed plan that leaves America increasingly vulnerable to petroleum producers, both domestic and foreign.

The fact that this administration is tied to Big Oil may or may not score political points. But if it proposed a plan for self-sufficiency and economic growth with less dependence on terrorist countries, it would gain major political points across the political spectrum.
