"Headway" would be "votes" in your scenario of power, influence, deafening rhetoric.

The only thing missing are the facts of "petroleum dependency" and how to reduce it. For those that want to, of course.

That would be real headway.
Unfortunately, the administration is postponing that 10 years. That's a pretty feeble attempt at solving a problem.
