What penalties? First you have to understand I have not owned a house in the US in the last 10 years. However I did refi mine when I did and I did not pay any penalties. There are costs of getting the new loan and I waited until the interest rate difference was enough for it to make sense for me to do this. I NEVER took equity out of my house. I just wanted lower payments.
