And where in the Constitution does it say that Congress can't set up agencies to perform those functions? If you're claiming that they can't, then you're effectively saying that the power to coin money, for example, can only be exercised by members of Congress personally manning the machines at the mint.

The fact that the Constitution gives these powers to Congress is why the Federal Reserve chairman is required to report to Congress on a regular basis.

david, you are right, and the Congress can assign some of it's responsibilities to other bodies, which is what it did (I think in 1913, when it created the federal reserve bank, not sure about the date)
