I'm not sure they where really making policy. I think the policies were mostly decided except perhaps some fine tuning. When they went to look for where the minor changes should be made they only wanted to talk to people who agreed with the overall thrust of the policies.

I can see how an argument could be made that this is foolish (mainly that they should seek input from those that disagree with them as well rather then starting out locked in a rigid position), I don't see it as greedy or corrupt.
