I heard the compliment for Bush, and dig at Clinton, and if he's done the analysis, he's either right, or he's toadying to Bush (or both). A Clinton or Gore administration may have allowed a Cheney-type response, but I doubt it. None of the previous politicians with any responsibility in the matter made adequate efforts, obviously. Republican Pete Wilson also carries blame for presiding over the initial legislation, swallowing PG&E's version, without protections in place in case prices rose, instead of dropping. Once Enron discovered that the system could be "gamed", it was up to political leaders to look out for the country at large, and avoid dishonest manipulations. That's what we hire them for. Profits are fine, even huge profits, but holding the public hostage by lying about artificial shortages runs against the obligation for public service, and is simple extortion.
