It wasn't simply a call to action that caused a 17% drop, there were definitely other factors in the media and in previous incidents, warnings of blackouts etc.

Davis wasn't the paragon of leadership, and could have done a much better job of it, IMO, like JFK did with the steel companies. He was running around in circles, and didn't take even stronger action that should have been taken to force PG&E to face the music instead of hiding their assets, and to force Enron to disclose details of their manipulation, in spite of the Washington blockade.

The point was that even with milquetoast leadership and a bit of focus, the public is very capable and can do pretty much whatever is needed, if asked.
