Couldn't it be from lack of 130 nm machinery. AMD is a small outfit, and the Intels and foundarys are bigger fish with higher priority. In addition, 130 nm wasn't that important, so why pay the high initial price for machines which don't have the kinks worked out yet.

In a word, no, and again, no. But the reasons you gave would apply to the 300 mm story.
