the especial nastiness of hate crimes; it's a visceral reaction.

I see a difference between mugging someone - and mugging them because they are white...? or attacking, beating and raping someone - and attacking, beating and raping someone because they are black...?
I see something more evil in the latter actions in each pair. My reaction is not necessarily more visceral - possibly less, in the way that I would not hate a vicious and dangerous dog... but would happily see it killed: not in torment, just as not worth keeping alive.

Perhaps the crime, for me, is worsened by the reason for the choice of victim.

I personally am discomfited at the idea of making hate the crime as opposed to the act that the hate spawned.
I agree here - and perhaps the law has the right balance, in allowing aggravating (or indeed mitigating) circumstances to affect the punishment.
