Well, there goes one of my favourite McGuffins. I think it was Asimov, and the proponents wanted to commit a felony - but with as little work or danger as possible. Now, shooting a bald eagle is (or was) a misdemeanour, but conspiracy to commit a misdemeanour is a crime. So, the group assembled conspiring to shoot a bald eagle...

and I have absolutely no idea what the rest of the story was <g>
