Yes, yes, no and not entirely - the fact that policy was shaped only with reference to one POV is the problem, the other facts compound the offence.

Those are bribes too. So is it OK now? I never realised that Bush supporters used "Well if Clinton did it it must be OK" as their sole standard of ethics or comparison... I suppose their horizons, as presented here, possibly are that limited.
