Don,

Just because a security under $5 is shortable does not mean that your brokerage firm will let you short it. They may have house rules preventing it because of suitability or other liability issues. You should contact your broker in advance to determine if it can be borrowed due to the fact that it will be difficult to borrow since it is not marginable. There is no regulatory limit at which such a short needs to be covered.
