In terms of character, for sure.
OK. I would agree with that. And the revulsion many people feel for him comes from that. That's why he remains extremely controversial and a topic of conversation.

You (and E) do appreciate, don't you, that had he been Jimmy Carter, this wouldn't be the case. Carter excited opposition also (what President hasn't?) but nothing like the feeling Clinton has. OTOH, while he did not even know the game of nations was being played, much less understand it, he did have personal ethics and morals.
