Ancient Israel took over from people that where not Arab. The Babylonians, Assyrians, and Romans took over an area that was mostly Jewish. I think the Arabs came later, maybe during the Ottoman period or at earliest during the Byzantine.

They've been around at least since the last Byzantine period... there just weren't that many of them there and Palestine wasn't particularly important to them until the 20th century.
