They don't any more than american troops targeted women & children in Vietnam. The fact is that the Viet Cong used women & children to kill U.S. soldiers. They placed women & children in harms way for their own purposes without concern for their safety. Then when the troops defended themselves they were accused of killing women & children. The Palestinians use the same uncivilized, ruthless methods in their strategy. They encourage young boys to taunt Israeli soldiers & urge them to throw rocks at the soldiers. That is cruel on the Palestinian's part to train their children that it's a good thing to taunt well-armed soldiers.....then the outcry when one of those children gets hurt. If the mothers of those children had any say whatsoever as far as what their children would or would not do.....that would not happen. It's only in society's dominated by violence loving males & oppressed women that children can be used in such a way.
