Apparently the names of the last two Hamas suicide bombers were well known to Israel as suspected terrorists and had been submitted to the PA long ago as potential bombers. The first had been in custody but was released. The guy who blew up the Seder had never been picked up.

Arafat Says Ready for Unconditional Cease-Fire

RAMALLAH (Reuters) - Palestinian President Yasser Arafat (news - web sites) said on Thursday he was ready to implement an immediate, unconditional cease-fire with Israel and that he had informed a U.S. envoy of his decision.

"I assert our readiness to implement an immediate cease-fire as we have informed General Zinni," Arafat told a news conference in the West Bank city of Ramallah, referring to U.S. envoy Anthony Zinni who has struggled to broker a truce in an 18-month-old Palestinian uprising against Israeli occupation.

"We have informed him we are prepared to immediately begin unconditionally implementing the Tenet plan as it was written, as well as the Mitchell report," he added. He was referring to a truce blueprint drafted by CIA (news - web sites) Director George Tenet last June and a report by former U.S. senator George Mitchell on how to revive peace negotiations.

Arafat's remarks came a day after a Palestinian suicide bomber killed 20 Passover holiday celebrants in the Israeli town of Netanya. Israel has been mulling a tough military response to the attack, which Arafat condemned, and tanks were seen on the move in the West Bank on Thursday
