There's a great deal that happens in Washington that the rest of the country never hears about.

There's a lot of stuff that goes on behind closed doors. Congress has, on occasion, produced legislation to let the sun shine in. These laws tend to be poorly understood by those new to governance. They also tend to annoy the hell out of the politicos. Violations are common. This situation is the sort of scenario where violations are found. Maybe they will be. Maybe they won't. Maybe they will be serious. Maybe not. But the scenario is ripe for violations. Saying so does not accuse anyone of anything or mean that one is looking forward to violations being found. It's just a hinky situation--the kind that raises eyebrows.
