Well....yes....
You need to consider that Edison was the motivator for PGE. Edison was always the PUC's fair haired boy. They always got what they wanted. PGE not quite so. Edison told PGE...just follow us...we need to go together for this deregulation scandal to work....don't worry...we'll get rich together...we'll rip off those stupid tree hugging rate payers....forget them....we have the world to make money in....just don't let anybody figure out it all came from the rate payers in the first place.....quiet...

It's very funny that PG&E's selling of powerplants was so blantantly a trade with New England Power's plants....almost a straight trade....ridiculous...
