He's let the situation get completely out of control, riding the backs of extremist "tigers", and now is at risk of being eaten by them, as well as the local villagers who are fed up with being victimized by his carnivorous managerie. Arafat likes this kind of violent chaos, Hawk, and has fomented it at various times in the past. All you have to do is look at how he ran "Fatah-land" when he was in Lebanon. Nobody knows exactly what he's running and what he's allowing to run, or what has really gotten out of control. This too is part of his pattern. If Arafat were really not in control at times like these, he would have been overthrown long since.
