As usual, a thoughtful post. While I disagree with you on tax caps, I'd rather focus here:

If the main function of government is to redistribute the wealth, then it can be argued that those whose wealth is being distributed are the onces who should decide on that distribution by voting.

I'd prefer to see directed giving be done through charitable contributions and the government decide how to spend tax monies. Think about the Red Cross debacle after 9-11: they were flooded with money because most people thought that was the right place for it. Now we're dealing with a situation where people who don't need the money are accepting from the Red Cross because it's being offered. It's like welfare at its worst.
